Historical
Background
Passport
Office Tiruchirappalli started functioning from 23rd March 1983. at First
Floor,
Organization
This
office has a total of 66 officers and staff
members.
The
hierarchy at the Passport Office,
Trichy includes 4 stages:
1. Superintendent
2. Assistant Passport Officer
3. Passport Officer
Functions
and Duties
Tiruchirappalli,
Karur, Nagapattinam, Perambalur, Pudukkottai, Thanjavur, Ariyalur and Thiruvarur
districts are under the jurisdiction of Passport Office, Tiruchirappalli.
Residents currently in these districts alone can apply. Only students and
personnel of the armed forces are allowed the facility of applying either from
the present or permanent address. It is illegal for those working/residing
outside our jurisdiction to apply at this office. The claim that you
have your permanent address in our jurisdiction and you do not have sufficient
documents to apply at the jurisdiction passport office will not be accepted. For
such applicants, rules permit submission of a certificate from your employer for
proof of residence.

Powers
and duties of the employees of the Passport Office,
Trichy
Passport
Officers have been designated as Heads of Offices. For the smooth running of the
offices, certain financial powers has been delegated to them. The financial
powers of employees of Passport Office has been detailed in delegation of
Financial Power Rule, 1978 and subsequent orders issued in reference to the
delegation of Financial Power Rules. These powers may be seen at Annexure
of delegation of financial rules and Passport Rules. Other powers of the officials of
Passport Office are derived from the Passport Act. This Act and rules is already on the MEA's website www.mea.gov.in. The duties of officers
and employees of this office flow from the Passport Act and Passport Rules
website www.mea.gov.in.

The
Passport Office, Trichy follows the
procedure indicated in Passport Manual 2001 for decision making in issuance of
passports. The officers from the Superintendent to Passport Officer level have
been designated as Passport Issuing Authority(PIA) for issuance of passport and
take decisions/actions with the help of Assistant, UDC, LDC posted in the
section in accordance with Passport Act, Passport Rules and Passport Manual
.

Dealing Assistant submits the files to
the Officer-in-charge of concerned section who in turn submits to
Regional Passport Officer. If necessary, matter is referred to the CPV Division,
Ministry of External Affairs for final approval. The office also follows the guidelines issued by other
Departments, particularly the Cabinet Secretariat http://www.mpa.nic.in, the Ministry of
Parliamentary affairs http://www.mpa.nic.in
and the Ministry of Personnel, Public Grievances and Pensions http://persmin.nic.in. and Ministry of
HomeAffairs(Rajbhasha).

Passport Office, Trichy discharge
of its functions as per the norms laid down by the CPV Division, Ministry of
External Affairs, New Delhi. It is our endeavor that all files are disposed of
within the stipulated time frame for issuance of passport subject to completion
of documentations and usual checks. The norms are available at http://www.passport.gov.in.

Provident Fund Rules, General Financial Rules, Fundamental and Supplementary

However, the Passport Office is not responsible for the contents except for action against Travel Agencies for their acts of commission and omission in relation to passport office and passport applications collected, deposited by these Agencies and billed by the passport office.
Mere mention of the Travel Agencies [TA] in the list below does not confer on them any permanent right to continue to deal with Passport Office. The Passport Office reserves the right to discontinue dealings or suspend dealings of the Travel Agencies in public interest.
INTRUCTIONS FOR APPLICANTS:
(a) The Passport office does not deal with any other Travel Agency than those listed here.
(b) Applications received from any other Travel Agency than those on this list will not be accepted.
(c) Applicants are advised to appear in person before any of these Travel Agents, whose photographs are published here for submission of their application through them. Applications received through third parties will not be accepted and applicants/TAs are personally responsible for such applications.
(d) Applicants are advised to bring to the attention of Passport Office, Trichy if any agent other than those listed here accept passport applications. The complaint can be made by post or fax at 0431-2707515 or by email at rpo.trichy@mea.gov.in.
(e) Service fee to be collected by Travel Agents has been left to market forces, as applicants have other choices such as direct submission at the Passport Office, District Passport Cell, Speed Post Centres than through Travel Agents. If any unreasonable fee is demanded or any of the violations, the same be brought to our attention.
(f) This office issues payment bills for applications received and objection letter, if any, on the same day. If a Travel Agency has not handed over bill for payment made to Passport Office within 1 week or has not returned original certificates along with objection letter, if any, the same may be brought to our attention for appropriate action against that Travel Agency.

Enquiry Counters and also by telephone. Citizens can also visit the officers
during office hours on all working days between 10.30 am to 1.00 pm. Some of the
instructions are also displayed on the notice boards of the Passport
Office.
