INTRODUCTION |
|
The Regional
Passport Office, Mumbai is one of the oldest offices functioning
since 1954. It is subordinate office of the Ministry of External
Affairs under the supervision of the Joint Secretary (CPV), who
functions as Chief Passport Officer, Ministry of External
Affairs, Government of India, NewDelhi. Earlier it was the Central
Passport & Emigration Organization subsequently it was named as
Central Passport Organization. |

The Regional Passport Office, Mumbai is located in 2
different premises. One at 216/A, Manish Commercial Centre, Dr.
Annie Besant Road, Worli, Mumbai – 400 030 (Old premises) and other
at Bengal Chemical Bhavan, Prabhadevi, Near Century Bazaar Signal,
Mumbai – 400 025(New Premises).
Submission of fresh and
re-issue passport applications and miscellaneous services is done at
the new premises in Hall No 1 & 2 respectively between 10.00AM
and 1.30PM and processing of the passport application is carried out
at old premises. |

WHERE
& HOW TO APPLY |
|
A citizen intending to apply for
the passport has to do the online registration

For a fresh passport (if you have never possessed a
passport earlier), re-issue of passport (if your present
passport of 10 years validity has expired or will expire in
next 12 months), duplicate passport (if your present passport
is lost or damaged).

Only the residents falling under the jurisdiction of
the respective Passport offices are eligible to apply on-line
through this website.

Through this site you can register your application
with the respective Passport offices. After registration, the
system will ask you to Open / Save your application form.
After Open / Save,
please print the application form. (If you are
not able to print the application form for any reason,
you must note down the application number. With the help of
this application number and date of birth you can re-print the
application form later. You can also print the
application if you have Saved the application.) There are
still some columns in the application form which you will
have to fill by hand. You will have to visit Passport office
to submit the completed application form along with fee,
supporting documents on the appointed day and time. The date
and time of appointment at Passport office will be informed by
the on-line system and will also be printed on the application
form

Please visit Passport office on the appointed date and
time. You should arrive in office about 15 minutes before the
appointed time and proceed to the respective counter and will be serviced
depending upon work load

All original documents are to be shown at the time of
submission alongwith two self attested photocopies
You can submit the
application form along with documents at the Regional Passport
Office Mumbai at the given date and time on the
application
OR at the District Passport Centres/ Speed Post Centres

Mumbai
Historical Background
The Regional Passport Office, Mumbai
is one of the oldest offices functioning since 1954. It is
subordinate office of the Ministry of External Affairs under the
supervision of the Joint Secretary (CPV), who functions as Chief
Passport Officer, Ministry of External Affairs, Government of India,
New Delhi. Earlier it was the Central Passport & Emigration
Organization subsequently it was named as Central Passport
Organization. At present all employees of passport offices are
governed under the C P O cadre. There are 37 passport offices in the
country functioning for various jurisdictions in respect of
applications for such issue made by citizens ordinary residing in
the territories.

Functions,
Duties and Jurisdiction:
This Office deals with issuance of
passports/travel documents and miscellaneous services to the
citizens of Mumbai and Mumbai suburbans, districts of Aurangabad,
Beed, Ratnagiri, Sindhudurg in Maharashtra and Union territory of
Daman and Silvassa.
Powers and duties of Officers of Regional
Passport Office, Mumbai
Article 4(1) (b) (ii) of the Right to
Information Act, 2005
The Regional Passport Officer has been
designated as Head of the Office for the smooth functioning of the
Office, certain financial powers has been delegated to him. The
financial powers of the other officers and employees of Passport
Office has been detailed in delegation of Financial Powers Rule,
1978 and subsequent orders issued from time to time by the
Government of India in reference to the delegation of Financial
Power Rules. Other powers of the Officers of Regional Passport
Office are derived from the Passport Act, 1967, Passport Rules, 1980
and Manual. The Act and the Rules is already on the MEA’s website www.mea.gov.in.

Article 4(1) (b) (iii) of the Right to
Information Act, 2005
The Regional
Passport Office, follow the procedure indicated in the Passport Act,
1967, Passport Rules, 1980 and Passport Manual for decision making
regarding issuance /refusal/revocation/impounding of passport and
travel documents. The Officers from the Superintendent to the
Regional Passport Officer level have been designated as Passport
Issuing Authority (PIA) for issuance of Passport and take
decisions/actions with help of Assistants, UDCs, LDCs posted in
concerned sections in accordance with the Passport Act, 1967,
Passport Rules, 1980 and Passport Manual and time to time
instructions / circulars / orders issued by the Ministry of External
Affairs, New Delhi. |

Article 4(1) (b) (iv) of the Right
to Information Act, 2005
The Regional Passport Office,
Mumbai discharge of its functions as per the norms/instruction
and orders laid down by the CPV Division, Ministry of External
Affairs, New Delhi. It is our endeavor that all the
applications for Passports and miscellaneous services are
disposed of the stipulated time frame for issuance of passport
subject to completion of documentations, police verifications
and usual checks. The norms are available at http://www.passport.gov.in.

held by or under the control of the Regional Passport Office,

addition the Passport Office also utilizes the relevant rules,
regulation and orders of the Government of India i.e.
Fundamental and Supplementary Rules, Civil Service Conduct
Rules, Central Service Rules, Central Civil Service Rules,
Leave Rules, Leave Travel Concession Rules, Pension Rules,
Provident Fund Rules, General Financial Rules etc. These rules
are already in the public domain as printed priced
publications.

They can
also visit the website http://mea.gov.in. Apart form this, citizens are
provided passport issuance information or the application
status through sms, telephone enquiry no. 022-24965555 and
enquiry counters at the office between 10.00 a.m to 12.30 p.m
on working days.
