Who can apply for passport in Passport Office, Pune?

 
Any applicant resident in Pune, Ahmednagar, Sangli, Kolhapur, Solapur & Satara can apply in Passport office, Pune or at the District Passport Collection Centers (DPCC) at the above indicated districts at the office of Superintendent of Police. In Pune, the DPCC are located at the office of The Commissioner of Police, Pune and at the Office of Superintendent of Police (Rural) Pune. When can one apply for passport?
 

You can apply any time as long as all the required documents as required is available with you. For detailed instructions please see website www.passport.gov.in.

As regards renewal of existing Passports, the same can be renewed normally before six months of expiry. However, applications can be accepted even before one year of its expiry date, but a separate application will have to made to indicate the reasons for early renewal. Further, most of the Embassies who issue visas insist on the passport validity being at least of six months to one year before they consider to issue visas. Accordingly, apply for renewal well before time and save the last minute rush.

Every passport issued has a new Number and validity. At present passports are issued every time for a ten year validity from the date of issue despite the application being for additional booklet. Tatkal passport’s are also issued for 10 year validity on post-police verification basis. Only Children, passport’s are issued with five years validity or upto the age of 18. Those who apply after attaining the age of 15 will be considered as Major and police verification will be made of the applicant for issue of passport.

Who can apply on-line?
 

Any one applying for a fresh passport, renewal, re-issue, additional booklet can apply on-line. Applicants applying for Miscellaneous service viz., ECNR, PCC, Change of residential address etc., cannot apply on-line. Website for applying online is www.passport.gov.in and for detailed instructions please go through the web information. If you are looking for Tatkal service, then applicants are advised to apply on-line along with Annexure “F” and “I” to enable the Passport office to accept the application across the counter and for dispatch within the stipulated date.

Do I need to visit the Passport Office, Pune to submit the passport if registered on-line?
 

Yes. The applicant has to come personally to submit the application along with all required documents. Bring along the print out of the passport application which will bear the registration number and the date of appointment with the Passport office for submission of the application. Last few columns need to be filled by hand and application signed and submitted in the office. On-line application cannot be submitted on the basis of authority letter. Further, you can submit the application any day from the date of appointment automatically allotted by the computer until a fortnight thereafter. However, such applicants will have to take a token number in the morning and then submit the form.

How do I make the payment?

 
Passport application money and the tatkal fees as applicable is accepted in cash across the counter in Passport Office, Pune. Demand drafts are not accepted across the counter, as the application cannot be cleared, unless the draft is cleared by the bank. At all the District Passport Collection Centres, payment is only by demand draft and the draft has to made in the name of “The Passport Officer, Pune”. Always take a printed receipt for the amount tendered at the counter and while taking the receipt, ensure the name and amount and any discrepancy thereafter will not be accepted. The draft may be drawn on State Bank of India, Deccan Gymkhana, Pune.

How soon can one get a passport if he/she apply?s at the District Centre in the District Passport Collection Centre?
 

Normally, one should receive the passport in 45-60 days, if the application is complete in all respects and all the relevant documents were enclosed at the time of submission and a clear one year police report being received at least within one month after submission of the application in the Passport office. However, if passport is required urgently, the District Centre applicants are advised to submit their on line applications at the DPCC so that the file is forwarded to Passport Office, Pune along with the police report. If the Districts applicants submit their forms in Passport office, Pune then these forms have to be sent to the concerned districts again for Police reports and at least one month is lost in to and fro postal transit. Further, it is convenient and easier for the applicants to submit the forms directly at the DPCC rather than travel long distances to Pune and add to the rush in Pune passport office.

The District centers accept application fee only in Demand Draft, the applications after receipt at Passport office, Pune has to await clearance of the Bank draft through the Banking channels and applicants should come to Passport Office, Pune for payment of tatkal fee only after they see their personal particulars data and the police report update in the web status page in web page www.passport.gov.in Ensure that the demand drafts contain no errors like lack of signature, undated, wrong code number etc., as this further adds to the delay in clearance. Revalidated demand drafts are not accepted by the SBI Pune

What are the major defects noticed at the Passport office, when the application is scrutinized?
 
i.
The applicants leave some columns blank. All columns should be filled or if they are “not applicable” should be specifically marked as No/Yes or Not applicable. Incomplete forms will be rejected at the counter and forms that are subsequently corrected/completed later, will have to again obtain a fresh token number for submission. Two sets of all documents (photocopy) are required to be submitted for each application. The personal particulars form has to be submitted in duplicate for every address in the last one year. Where the application form does not indicate full name of the applicant as it should appear in the passport as per the SLC certificate, or the full name of the parents or spouse name is not indicated, any subsequent entry at the counter will involve a payment of Rs.500/- as penalty. ii.
If the applicant has stayed in more than one place during the last one year from the date of submission of his application, all addresses should be indicated clearly and Personal Particulars Form should be filled up for each address. Any incomplete residential information when noticed during the Police verification not only attracts penalty but also leads to considerable delay in processing the case. Proof of having stayed in the same residence for one year is required. Please submit the First and Twelth month Bank statement/Electricity Bill/Telephone Bill and not the entire 12 months. These can be self attested and need not be attested by Notary. However, bring along the originals for verification and return. Only documents submitted through authorized Travel agents should be notarized. For Miscellaneous service like ECNR the original document will be retained and returned at delivery time. Except for Minors, all others need to provide documentary evidence of the proof of address in their own name. Evidences in any relatives or landlords name etc., would not assist in the submission of the application form, unless supported by sworn affidavits duly notarized by the concerned person along with the actual documents in original and another document in the applicant’s name with that address.
   
iii
Whenever, there is an addition of Spouse name in the form and if the applicants previous passport did not have the spouse name, include the Marriage certificate/Joint photo affidavit. Specimen in the website www.passport.gov.in
   
iv.
Similarly, whenever the Spouse name is not being mentioned in the new application whereas the earlier passport had the Spouse name, then include the Divorce deed/Death certificate etc., to enable the Passport Office to accede to the request of the applicant.

In case of Minor applicants, both the parents should sign the Main form “declaration” column and Annexure H. If one Spouse is staying abroad, then the Affidavit as in Annex,. H should be enclosed with the application. The affidavit should be attested by the Indian Embassy or Consulate abroad where the Spouse is residing. If the parents do not have Passport, then an Affidavit in Annexure I should be submitted and the photograph of both Mother and Father be pasted and attested in the Affidavit. A photo identity of the Minor’s parents is also required viz. PAN card, Election commission Card, Driving license, Bank pass book etc., if they do not have a passport.

   
vi.
Minor’s application born after 26.1.1989 should enclose the Birth certificate issued by the Registrar of Birth or Municipal authorities. SSC certificate etc., is not a valid document for such applicants. All other applicants born before 26.1.1989, should submit their SSC leaving certificate /CBSE certificate as proof of date and place of birth. If the SSC certificate does not indicate the place of birth, a self-declaration of place of birth should be submitted along with the proof of date of birth. Only illiterate applicants and persons normally above 50 years of age can submit notarized affidavits indicating their place and date of birth and in addition submit Ration card/Election commission card/PAN card etc., which also indicates the age/date of birth.
   
vii.
Ensure that the Photograph is front facing with both ears visible, and has a contrasting plain background in comparison to the photo of the applicant. Since the photograph is scanned, if the photo and background is of the same color, it cannot be scanned properly. Photos should not bear any signature or stamp. No photograph with caps, dark spectacles/goggles, uniform, is acceptable. Don’t enclose scanned or digital photos. Ensure that the size is 3.5 x 3.5 cms. In case of infants, both the eyes should be open and the child should not be holding any toy or parents hands etc., should not be visible.

Single parents should submit appropriate affidavit of NOC duly attested by the Magistrate only.
 
ix.
Guardians submitting on behalf of children whose parents are staying abroad, should submit Affidavits of guardianship duly notarized and two affidavits from the witnesses who is known to you.
   
x.
Use ball pens only for signature and sign all the places where signatures are required. Signature in Roller ball pen/ink pen/Gel pen gets smudged while heat laminating and the Passport office would not be responsible for smudged signatures in the passport. Applicant will have to again apply with payment for fresh booklet.
xi. All forms and Affidavits are freely downloadable from the website www.passport.gov.in

Photocopies of documents submitted are only to be self attested if it is submitted by the applicants themselves at the counter. There is no need to attest by Notary.
   
xiii.
TATKAL applications which are accompanied by Annexure “F” or verification certificate should always be in the Official Stationery of the Officer issuing the certificate, and invariably enclose the Official and Residence telephone of the Officer with Mobile phone, copy of the Identity card with photograph of the officer and the photo of the Applicant should be stamped with the office seal. Defence officials need not submit their official photo ID. Applications without the above will be rejected at the counter and the application treated as a normal submission.
   
Accordingly, after the application form has been printed out, please go through the application form once again, so that it meets the requirement of the Passport office as has been explained in the form to avoid wastage of your time and a second visit to the office to submit the form. Also go through the model file which has been placed outside the Passport office for the benefit of the applicants, so that it is complete in all respects before the applicant reaches the counter to submit.

What do I do if I loose my passport?

 
File a First Information Report at the nearest Police station where you lost the Passport. The FIR should clearly indicate the Passport Number which has been lost. If there are more than one passport lost, and only one FIR filed, submit a copy of the FIR in each case duly attested and indicating the application in which the original has been filed. Furnish a copy of the original FIR and all other documents required for submission of a normal passport, copy of the lost passport (if you have one), an Affidavit of Loss/Damage of Passport and Annexure I and F, if the duplicate passport is required urgently. If the passport was issued in another Passport office or at any of our Indian Embassy/High Commission abroad, a confirmation from them about the passport particulars and photo will have to be obtained, before the service is rendered.

What do I do, if I receive the passport with incorrect information or inadvertently receive some other?s passport due to postal errors?

 

Please return the passport immediately to this office i.e. within one month of receipt of the passport. If mistake is on account of Passport office fault, we will rectify the same and return to you without any fees. A one page Correction form will have to be filed by the applicant. If error was on account of the data initially furnished by the applicant in the application being wrong, then applicant will have to file a Correction form and submit it in the office with the full fees. If their was a mis-representation of facts, then penalty could also be imposed.

Applicants are requested to file their applications only on-line which will ensure that the passports are delivered without any errors since the applicant has himself/herself fed the data. Handwritten applications are illegible and not scannable properly and the data entry operators are unable to decipher the correct alphabet or figures on certain occasions.

Can I submit the application on the basis of authority letter?
 

Normally applicant should be present while submitting the forms at the counter for photo identification and signature verification. Authority letter may be accepted, if the applicant is unable to come due to illness etc., and if proof of the same is attached. But the authorized person should normally be a blood relative and should carry a original photo identity card for verification and submit a photocopy of the card with the authority letter. Authorized Travel agents approved by the Ministry of External Affairs, representing the applicant can also submit on the basis of authority.

Can one collect the passport on the basis of authority letter?

 
No. Passports are normally not handed over at the counter. If at all delivered, it is only handed over to the applicant. Authority letter should always accompany a original photo identity card of the authorized person and a photocopy. Minor’s passport can be handed over to either of the Parents who have signed the NOC. Passports on which miscellaneous service is rendered, is handed over across the counter to applicant or the authorized representative, preferably a blood relative. Authorised Travel agents authorized to submit the application are also authorized to take delivery of the passports across the counter on production of their Company Photo Identity Card. (Only Miscellaneous services)

What do I do if I have a Court case against me?
 

Give full details in the appropriate columns in the application from. Further, obtain a Court order granting permission to travel abroad, which should be duly attested in original by the court and enclose the same to the application. If there is more than one case, the order should cover all the cases. Submit an affidavit about undertaking to follow the Court directions for travel abroad as per the conditions lay down and to surrender passport as directed any time by the authorities concerned.

Suppression of information about pending court cases will attract penalty of up to Rs.5000/- and add to the delay in processing the application

Where do I submit my on-line application in the Passport Office?
 

On line applicants who come on the date of submission, should submit at counter No.1 and 2. Applicants are expected to be present at the counter at the allotted time with all documents as indicated above complete with photograph pasted, signed, two sets of photocopies etc., However, as a word of caution, it may be mentioned that there is always a spill over in time for submission and on a normal day it may take at least 1 ½ hrs to 2 hours to clear the submission formalities. Applicants who file on line but do not come on the date of appointment will have to take a token Number from the appropriate counter in the morning between 1000 to 1230 hrs. and submit the form at the counter number indicated in the token which is pasted on the form.

Online application print outs can also be submitted at the District Passport Collection centers in the various districts under the Pune jurisdiction viz., Supdt. of Police office at Ahmednagar, Satara, Sangli, Solapur and Kolhapur.

After submitting my passport applications for fresh or re issue, what should I do?

 

In case of fresh Passport application, Passport office forwards the Personal Particulars Form to the concerned Deputy Commissioner of Police/District Superintendent of Police of the District for police verification report within the next two working day from the date of submission of your application. These authorities then send the PP Form to the local area Police station nearest to the resident of the applicant for verification. Accordingly, if you do not hear from your local police station within 15 days from the date of your application, then it would be advisable to visit the area Police station along with your documents and fee receipt, proof of address and all your personal particulars documentary evidence and expedite your police verification if you desire to have the passports early. If the DCP/SP outward number of the report is available with you, you may mail the same to us for our reference/information.

For those applicants who have stayed in two or more different addresses in the last one year from the date of application, then police reports for those addresses will also be required.

In case of re-issue of an existing passport, normally the re-issue is done after receipt of the police report of the existing passport from the Passport office which had issued that passport. If those reports are not available, then the re-issue will be cleared after receipt of the Pune police report. Accordingly, if an applicant continues to see the web status information indicating “Police report awaited” for more than 15 days, then it would be advisable to clear the Pune Police report, since the concerned PP forms would have also reached the concerned police station.

If after the Police report is received, the web site status indicates, Police report in-complete, it means that only one police report has been received and it covers less than one year period. Applicant should then fill up a second set of PPF form and submit it in the Passport office to enable it to forward it to the concerned police authorities to have the second address verified.

I am studying in Pune and staying at Hostel. I do not have a ?Stay Proof?. How can I apply for passport?
 

You should enclose a Bonafide students letter from your College authorities which should indicate the residential address as in the college records and a letter from the Hostel warden if you are staying in a College Hostel. If you are staying in a private accommodation, then the lease deed would have to be enclosed with the application.. Submit a bank statement also of proof of residence for the last one year or any other document to prove your residence as indicated in the web www.passport.gov.in There are special facility for students to apply at the permanent address of theirs, but indicate in the form full details of the present address also. See the above web page for more information.

If you have just arrived in Pune to join an assignment, then a Company letter indicating your place of residence with company Photo Identity Card and the Bank Pass Book/Electricity Bill/Telephone Bill etc., documents mentioned in the web site, indicating your proof of residence should be enclosed. The address proof has to be in the name of the applicants. However, if the applicant is wife or children, husbands/father’s address proof would be sufficient, if marriage certificate or birth certificate is enclosed to prove the identity.

What should I check with my travel agent, before I submit my application?
 

Approved travel agents who can submit applications to the Passport Office can submit in one day applications between two to five in numbers only on behalf of their client. Accordingly, it is in your interest to find out when would your application be registered in the Passport Office, Pune after you submit the forms to them. Fees for the various services are already indicated in our website www.passport.gov.in for comparison purposes.

Historical Background

The Passport Office, Pune was opened in June, 1999 as a subordinate office of Ministry of External Affairs under the supervision of Central Passport Organization. The issue of passport is a central subject under the Indian Constitution and allotted to the Ministry of External Affairs. It was in 1954 that the first 5 Regional Passport Offices at Bombay, Calcutta, Delhi, Madras and Nagpur were set up. This necessitated the setting of a separate Organization and the Central Passport and Emigration Organization was created in 1959 as a subordinate office of the Ministry of External Affairs. At present there are a total of 37 Passport Offices in the country. Passport Office, Pune was created after bifurcation of Passport Office, Mumbai.

This office has a total of 36 officers and staff members.
The hierarchy at the Passport Office, Pune includes 4 stages:

This office deals with the issuance of passport/travel document to the citizens of 6 districts viz. Pune, Ahmednagar, Sangli, Satara, Kolhapur and Solapur.

Passport Officers have been designated as Heads of Offices. For the smooth running of the offices, certain financial powers has been delegated to them. The financial powers of employees of Passport Office has been detailed in delegation of Financial Power Rule, 1978 and subsequent orders issued in reference to the delegation of Financial Power Rules. These powers may be seen at Annexure of delegation of financial rules and Passport Rules. Other powers of the officials of Passport Office are derived from the Passport Act. This Act and rules is already on the MEA's website www.mea.gov.in. The duties of officers and employees of this office flow from the Passport Act and Passport Rules website www.mea.gov.in.

The Passport Office, Pune follows the procedure indicated in Passport Manual 2001 for decision making in issuance of passports. The officers from the Superintendent to Passport Officer level have been designated as Passport Issuing Authority(PIA) for issuance of passport and take decisions/actions with the help of Assistant, UDC, LDC posted in the section in accordance with Passport Act, Passport Rules, Passport Manual and instructions issues by Ministry from time to time.

In other administrative matters, Dealing Assistant submits the files to Superintendent who in turn submits to Passport Officer. If necessary, matter is referred to the CPV Division, Ministry of External Affairs for final approval. The Passport Office, Pune discharge of its functions as per the norms laid down by the CPV Division, Ministry of External Affairs, New Delhi. It is our endeavor that all files are disposed of within the stipulated time frame for issuance of passport subject to completion of documentations and usual checks. In addition, the Passport Office also utilizes the relevant rules, regulations and orders of the Government of India, such as Civil Service Conduct Rules, Central Civil Service Leave Travel Concession Rules, Central Service Leave Rules, Civil Service Pension Rules, Provident Fund Rules, General Financial Rules, Fundamental and Supplementary Rules, etc. These rules are already in the public domain as printed priced publications.

Citizens can obtain information through the web-site of the office at http://passport.gov.in/pune.html They could also consult the mea.gov.in and the Ministry of External Affairs, online, at http://www.mealib.nic.in Apart form this citizens are provided passport issuance information through Enquiry Counters and also by telephone. Citizens can also visit the officers during office hours on all working days between 10.30 am to 1.30 pm. Some of the instructions are also displayed on the notice boards of the Passport Office.
